About the role:


The Head of Core Services leads Core Services departments and significantly contributes to the operations of CFM, by leading, developing, and managing the Business Development, Contract/Commercial, Procurement and SHEQ/IMS compliance functions such as but not limited to the achievement of ISO certification on an annual basis.

Reporting to the Managing Director, the Head of Core Services is actively responsible for supporting, developing and implementing CFM’s strategic plans in accordance with CFM’s vivid vision. Managing the Core Services function of the company and co-ordinating Core Services processes and procedures to ensure organisational and operational effectiveness and efficiency.

Overseeing and managing all aspects of the Business Development, Contract/Commercial, Procurement and SHEQ/IMS within the company. Based at head office the role will require to ensure appropriate and timely communication across all levels throughout the company.

The Head of Core Services will support the Directors and Senior Management Team with business planning activities, providing practical and creative input in the development of new business initiatives, the design of current and future strategic and operational plans and will bring discipline to the strategic decision making process to manage the effective use of business resources.

The Head of Core Services will have the ability and experience to motivate and drive the teams and colleagues to achieve both the overall company targets and key performance objectives. Strong people management skills are also essential to encourage personal development and ensure employee engagement is maintained and motivate staff at all times.

Responsibilities:

The Head of Core Services is responsible for the internal operations of the company. This involves overseeing Business Development, Contract/Commercial, Procurement/Supply Chain and SHEQ/IMS compliance functions. Build and optimise the operational infrastructure for the service to support CFM’s Vivid Vision.

Core Services
  • Design and oversee the execution of strategic plans and objectives for Core Service business functions and departments
  • Oversee all day-to-day operations of Core Services Teams, including team formation, scheduling and performance reporting
  • Partner with the Head of Operations Units to create process improvements to improve support and advisory service of the Core Service Teams and functions
  • Track and monitor key metrics of programme success, owning Core Service’s analytics, insights and reporting.Implement strategic or operational programme changes to achieve key metric goals
  • Lead the identification, prioritisation and optimisation of Core Services to scale and support CFM’S Vivid Vision.
  • Manage and continue to grow and develop the Core team. 
  • The post holder will be responsible for the effectiveness of the governance arrangements of the organisation, overseeing due diligence and reporting on the Business Development, Contract/Commercial, Procurement/supply chain and SHEQ teams.
  • Act as conduit between board and heads of core service functions and other relevant business units and personnel
  • To chair and lead Business Development, Commercial, Procurement & Supply Chain and SHEQ department monthly management meetings ensuring balance score card targets are achieved for the area which help evolve and develop processes and business delivery.
SHEQ
  • Oversee day to day responsibility for the operational management of the company’s statutory functions and responsibilities, such as but limited to SHEQ
  • Oversee development and management of SHEQ management and reporting processes, working alongside R&M, Projects and M&E business units and auditors/advisors to deliver monthly, quarterly and annual targets.
  • Engaging with other Executives and Senior Management Teams, advising on matters of external regulations, legal and contractual obligations, internal controls and key performance indicators.
  • Oversee the development and maintenance of our Integrated Management systems throughout the company to ensure that the best possible products and services are provided to customers.
  • To oversee the management and provision of the Company’s SHEQ meetings, committees and sub-groups.
  • Lead out and ensure adherence to business improvement processes, taking responsibility for delivery and oversight of all SHEQ, BD, Procurement, Contract & commercials improvement initiatives.
  • Maintaining and managing adherence to company policies and procedures and ensuring compliance and adherence to all relevant legislation.
BD, Contracts & Procurement/supply chain
  • Oversee the development and delivery of the provision of the company’s Business Development strategy and functions, including liaison and co-ordination with relevant business units
  • Oversee and support the preparation of tender applications and bids including central government frameworks ensuring compliant and commercially effective submissions.
  • Oversee CFM marketing, communication, brand building and awareness along with key client interfaces and ongoing relationship building with clients, partners/key stakeholders 
  • Ensure there is effective induction of all new staff and supply chain ensuring they receive adequate training and advice on job role and company processes prior to them commencing work.
  • In conjunction with head of contracts, ensuring oversight and compliance of contractual and statutory obligations are adhered to and fulfilled across contracts
  • To perform any other duties as may be reasonably required to ensure successful delivery of all ongoing works and contracts within the CFM workstream.
Relationships
  • The post holder will be expected to build positive and effective working relationships with the following staff and stakeholders:
  • Board, sub-groups, corporate/senior management teams and staff.
  • Finance, ICT, HR and legal advisors.
  • Central and local government departments/ representatives.

Candidate requirements:
Essential
  • Educated to Degree Level in Construction Related Subject
  • CSR Card or NVQ equivalent
  • GCSEs (including Maths and English Language C Grade) or equivalent.
  • Strong IT literacy skills.
  • Excellent organisational skills with a high level of attention to detail.
  • Extensive business experience including relevant multi-site gained within the Construction & Facilities Management sector
  • Experience in managing relationships at a senior level and managing a diverse (in terms of skill base and experience) team of people
  • HR, operational, commercial & contractual capability and understanding
  • Good written & verbal communication skills
Preferred
  • Previous experience in a leadership role
  • Membership of a Chartered Professional Body
  • IT skills and knowledge of Microsoft applications (Outlook, Word, Excel,)
  • Previous experience in working on MTC public sector/ Social Housing Contracts.
